Interesting stuff here from First Post and PC Copperfield about the sheer arse-about-faced-ness of policing in the UK.
While American police departments have outsourced paperwork to civilians to free up more cops for the streets, ours have outsourced actual patrolling to civilians - the so called 'community support officers'.
As PC Copperfield himself says:
The police are essentially an administrative service for the insurance industry
